Charlotte Hodges - Principal Consultant
 
image Charlotte Hodges brings a wealth of experience and expertise in the area of payroll and employee benefits. She has over 30 years of experience in the payroll services industry.
She received her CPP certification in 1996 and has contributed to the payroll profession throughout her career, through mentoring, teaching certification classes, and providing national advice and support through participation on a variety of American Payroll Association (APA) committees.

Ms. Hodges is a highly qualified professional in the payroll and benefits arena and has authored several articles for national payroll industry publications on expatriate payroll as well as best practices, presented a webinar on Shared Services, co-presented a session on multi-state taxation, and has presented a breakout session on Global Payroll for the Virginia Statewide Payroll Conference, the North and South Carolina Payroll Annual Conference and the Southeastern Pennsylvania APA Chapter Annual Conference.

In recognition of her knowledge and expertise in the payroll arena, she was invited to become, and currently serves, as a member of the Advisory Board for Bloomberg BNA. Bloomberg BNA, a wholly owned subsidiary of Bloomberg, is a leading source of legal, tax, regulatory, and business information for professionals.

She has experience in establishing a payroll function from start-up in a new organization. The organization grew through acquisitions requiring the merging of disparate payroll processes into a cohesive, comprehensive payroll program.

For a major federal contractor, Ms. Hodges managed the payroll department that served over 20,000 employees worldwide. She previously served in a senior capacity with responsibilities including payroll tax and regulatory compliance, payroll department staff training, and the development and documentation of policies and procedures.

She served two terms as Vice President of the Washington Metropolitan Area Chapter of the American Payroll Association (WMAC-APA) in 1999 and 2000 and was President of the Chapter in 2001.

Ms. Hodges has served on several WMAC-APA committees and currently serves as Chair of the Education Committee. Charlotte serves on several national American Payroll Association (APA) Committees including the APA Hotline Referral Service providing assistance to APA members with payroll and benefits questions and the Strategic Payroll Leadership Task Force – Best Practices Subcommittee.

Accomplishments of Note
  • Recognized for significant contributions to the successful integration of two (2) major defense contractor corporation sectors into a newly formed sector.
  • Implemented a start-up company’s payroll system and integrated six (6) acquisitions (payroll and benefits) to bring the company staffing level from eleven (11) employees to over 475 employees over a twelve (12) month period.
  • Participated in vendor evaluations and the selection of a comprehensive Enterprise Resource Planning (ERP) system. Served as the primary point of contact for Anderson Consulting (now Accenture) team assigned to implement the Lawson Insight System for HR and Payroll.
  • Participated in the search and investigation of Human Resources Systems to be acquired for use by the Human Resources Department. Prepared the Request for Proposal (RFP) and assumed the lead as the coordinator of the project.
  • For a national nonprofit organization, coordinated the efforts of systems developers in the design, development and implementation of an automated timekeeping system. Directed the functional requirements definition and database design specifications of this application. This was the first electronic time sheet entry system in the industry at that point in time.
  • Researched and gathered data on federal and local wage and hour regulations, making recommendations to Department Managers to ensure compliance.
  • Developed and conducted training courses in the use of the HRIS Query and Reporting functions as well as the Automated Time and Attendance Reporting System.<
  • Developed and presented payroll administration, management, and forumulaic calculations education classes.
